Weather agency failed to forecast 30% of disastrous rain cloud formations

Japan’s Meteorological Agency has found that although it failed to forecast the formation of roughly 30 percent of linear rainbands so far this year, it succeeded in improving the forecast accuracy from last year.

Linear rainbands form when clusters of developed cumulonimbus clouds emerge in a line, bringing intense rainfall. When the agency forecasts the phenomenon, it issues a notification half a day in advance to urge caution.

Agency officials say as of October 15, 17 such events occurred. They say they failed to forecast five of them.

This translates to roughly 30 percent of such incidences. In 2024, the formation of 60 percent of these rainbands was not detected in advance.

At the same time, although the agency predicted the possible formation of these rainbands 86 times this year, only 12 actually occurred. The accuracy rate stands at a little over 10 percent, falling below the accuracy rate of 25 percent initially anticipated.

Officials say even when such rainbands have not actually formed, downpours of over 100 millimeters in three hours have been observed at a rate of roughly 60 percent.

They say accurate forecasting remains a challenge, and they will continue to seek improvement.

Agency chief Nomura Ryoichi says although the accuracy rate is low, the agency was able to reduce the number of mistakes hindering disaster prevention from last year’s figure.

He said he wants to realize greater accuracy by improving the sophistication of observations and continuing studies on indicators.

日本の気象庁は、今年これまでに発生した線状降水帯のうち、約30％の発生を予測できなかった ことを明らかにしました。
しかし、予測精度は昨年より改善 されたとしています。

線状降水帯とは、発達した積乱雲が帯状に連なることで発生し、激しい雨 をもたらす現象です。
気象庁はこの現象を予測した際、半日前に通知を発表 して注意を呼びかけています。

10月15日時点で、今年は17件 の線状降水帯が発生し、そのうち5件の予測に失敗 したということです。
これは全体の約30％ にあたります。
2024年には約60％ の発生が事前に検知されていませんでした。

一方で、今年は線状降水帯の発生を86回予測 したものの、実際に発生したのは12回のみ。
予測精度（accuracy rate） は10％強 で、当初見込まれていた25％ を下回りました。

ただし、線状降水帯が実際に形成されなかった場合でも、3時間で100ミリを超える豪雨 が約60％ の確率で観測されています。

気象庁は「正確な予測は依然として課題（remain a challenge） だが、今後も改善に取り組む」と述べています。

気象庁の野村亮一長官は、「精度はまだ低いものの、昨年より防災を妨げる誤りを減らすことができた」と説明。
今後は観測の高度化や指標の研究を進め、より高精度な予報を実現したい としています。
